The work of developing International Standards is carried out through ISO technical committees. Every member body interested in a subject for which a tcchnical committee had been set up has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. Draft International Standards adopted by the technical committees are circulated to the member bodies for approval before their acceptance as International Standards by the ISO Council. Prior to 1972, the results of the work of the technical committees were published as ISO Recommendations; these documents are in the process of being transformed into Inter- national Standards. . As part of this process ,Technical Committee ISO/TC 72, Textile machinery and accessories, has reviewed ISO Recommendation_ R 1586-1970 and found it technically suitable for transformation. International Standard ISO 1586 therefore replaces ISO Recommendation R 1586-1970, to which it is technical identical. ISO Recommendation R 1586 had been approved by the member bodies of the following countries: Belgium India Poland Brazil Israel Spain Czechoslovakia Italy Switzerland Egypt, Arab Rep. of Japan Turkey France Korea, Rep. of United Kingdom Germany Netherlands U.S.S.R. Greece Peru No member body had expressed disapproval of the Recommendation. The member bodies of the following countries disapproved the transformation of the Recommendation into an International Standard : Belgium Poland AVANT-PROPOS L'IsO (Organisation internationale de normalisation) est une federation mondiale d'orga- nismes nationaux de normalisation (comites membres de I'ISO). L'élaboration des Normes internationales est confiees aux comites techniques de I'ISO. Chaque comite membre inte- resse par une etude a le droit de faire partie du comite technique correspondant. Les orga- nisations internationales, gouvernementales et non gouvernementales, en liaison avec I'isO, participent egalement aux travaux. Les projets de Normes internationales adoptes par les comites techniques sont soumis aux comites membres pour approbation, avant leur acceptation comme Normes internationales par le Conseil de I'ISO. Avant 1972, les resultats des travaux des comites techniques étaient publies comme recom- mandations ISO; ces documents sont en cours de transformation en Normes internationales. Compte tenu de cette procedure, le comite technique ISO/TC 72, Materiel pour I'industrie texrile, apres examen, est d'avis que la Recommandation ISO/R 1586-1970 peut, du point de vue techniques, etre transformee. La presente Norme internationale remplace donc la Recommandation ISO/R 1586-1970 a laquelle elle est techniquement identique.
